On a hot summer afternoon, the centre of a large city can be several degrees warmer than the countryside just a few kilometres away. Scientists call this the "urban heat island" effect. [I] As cities expand and global temperatures continue to rise, the problem is attracting growing attention from planners and health experts alike. Several factors explain why cities trap heat. Concrete, asphalt and brick absorb large amounts of solar energy during the day and release it slowly at night, so city streets often stay warm long after sunset. Plants cool the air by providing shade and by releasing water vapour through their leaves, a process that works rather like sweating in humans. Finally, the heat given off by vehicles, factories and air conditioners adds to the problem, and, ironically, the hotter a city becomes, the more air conditioning its residents use.
Fortunately, the urban heat island effect is one of the few climate-related problems that cities can tackle largely on their own. One of the simplest solutions is to plant more trees along streets and in car parks. Another is the "cool roof": a roof painted white or covered with a reflective material, which sends sunlight back into the sky instead of absorbing it. Some cities have gone further and require certain new buildings to have green roofs covered with grass and plants. Such roofs not only lower temperatures but also soak up rainwater, reducing the risk of flooding during heavy storms.
Critics argue that these measures are expensive and that their benefits for a single building can be modest. However, research suggests that when they are applied across whole neighbourhoods, the combined effect can be significant. Ultimately, the question is not whether cities can afford to invest in cooling measures, but whether they can afford not to. As summers grow hotter, the cost of doing nothing, measured in hospital admissions, lost working hours and soaring energy bills, is likely to be far higher.
